About the Committee

The Sustainable Development & Zero-Carbon Partnership Committee is a specialized arm of the CICPMC, a national organization established in 1993 with State Council approval. Serving over 3,700 Chinese and foreign multinationals, CICPMC holds Special Consultative Status with the UN Economic and Social Council (ECOSOC).

The Committee’s establishment comes at the beginning of the 15th Five‑Year Plan period, when policies on zero‑carbon parks, carbon management, and green factories have been introduced intensively. The Committee aims to bring together the practices of leading global enterprises, build a high‑level platform for policy dialogue, project collaboration, and international resource matching, and help member companies seize policy opportunities while reducing compliance costs. In 2026, the Committee will focus on promoting zero‑carbon park demonstration projects in Beijing, Tianjin, Guangdong, Jiangsu, Hubei, and other regions. Leveraging its ECOSOC Special Consultative Status, it will also engage in international cooperation on the EU Carbon Border Adjustment Mechanism (CBAM) and the Circular Economy Action Plan.

NXpark’s Vision: From Concept to Carbon Neutrality

Achieving a true zero-carbon park requires more than just isolated technologies; it demands a systematic integration of energy supply, retrofitting, carbon management, and circular resource use. NXpark bridges these gaps by providing end-to-end implementation that turns “zero-carbon” from a concept into a replicable asset. Over the past few years, NXpark has validated its full-chain model through several landmark projects that demonstrate its implementation capabilities. At the Jining Aden Smart Industrial Park, the company supports the CATL new energy vehicle supply chain by creating a “precision manufacturing” micro-circulation powered by an extensive rooftop distributed PV system. Similarly, the Aden Xi’an High-end Auto Parts Industrial Base stands as the world’s first industrial project with carbon neutrality backed by ESG insurance. This facility has achieved a triple certification—LEED Gold, French HQE, and China’s Two-Star Green Industrial Building rating—while maintaining a carbon footprint 35–40% lower than that of traditional factories.

As a member of the Committee, NXpark will integrate its proven operational models with the Committee’s global network through three strategic pillars. First, the company will drive industry standardization by leading the development of group standards for zero-carbon parks, establishing a unified framework for sustainable industrial development. Second, NXpark will accelerate deployment by partnering with local governments in key economic zones—specifically the Beijing-Tianjin-Hebei region and the Greater Bay Area—to rapidly scale high-impact demonstration projects. Finally, the company will facilitate global compliance by assisting customers in navigating complex international regulatory hurdles, such as the EU’s Carbon Border Adjustment Mechanism (CBAM) and Circular Economy Action Plan. By introducing advanced green technologies and innovative green financing instruments, NXpark ensures its clients remain compliant with global carbon standards while enhancing the overall competitiveness of their integrated solutions.

By leveraging the Committee’s ecosystem, NXpark reduces trial-and-error costs and compliance risks for its clients. The synergy between policy insight and operational expertise ensures that the transition to green energy is efficient, certain, and commercially viable.

The zero-carbon transition is no longer optional. With the alignment of policy, ecosystem, and technology, NXpark is working alongside its partners to transform the zero-carbon blueprint into high-performing industrial assets.
